The reforms will protect homeowners from financial overreach and opaque decision-making. But they also safeguard HOA boards—often composed of well-meaning volunteers—from being exploited by predatory vendors or legal firms. By establishing clear rules and transparency standards, we empower both homeowners and board members to foster healthier, more accountable communities.

What New HOA Laws Are Needed?

HOA boards function like miniature governments—making decisions that impact property values, financial obligations, and community standards. Yet unlike public officials, they operate with minimal oversight and often without the transparency we expect from any governing body. If our state demands accountability from elected leaders, why shouldn’t it demand the same from HOA boards?

We propose the following reforms:

Owner Approval for Special Assessments

Any special assessment exceeding 5% of the annual budget must receive majority owner approval.
Any special assessment exceeding 15% of the annual budget must receive 75% owner approval.

Contract Transparency

All executed vendor contracts must be posted in the owner-accessible documents portal.

Board Accountability

Board members must sign disclosure and transparency statements prior to serving.

Fair Collection Practices

Collection and late fees capped at 10% of the owed balance.
No attorney involvement in collections under any circumstances, to prevent a $50 fine from ballooning into a $2,000 debt. Association already has the ability to put a claim on the property, why escalate the fees and make things harder for your fellow owners?
